लोग हैं जिन्होंने अपने जीवन के 30 से 40 साल देश की फैक्ट्रियों, मिलों, गोदामों, रेलवे, परिवहन, टेलीकॉम और निजी उद्योगों में खपा दिए। जिनके पसीने से उत्पादन हुआ, टैक्स आया और देश चला।

पर जब बारी पेंशन की आई तब सरकार ने कहा भाई हम कुछ कर तो रहे हैं। 1000 2000 की पेंशन देकर सरकार किस भविष्य की योजना बना रही है? आप पूछ सकते हैं सरकार के पास पैसे नहीं होंगे।

लेकिन फिर यही सरकार कभी एयर इंडिया को बेचती है, कभी बैंकों को मर्ज करती है, कभी कॉरपोरेट टैक्स माफ करती है और कभी 2 करोड़ नौकरियों का सपना दिखाती है। पर बुजुर्गों के लिए बस एक जवाब समिति बना दी

गई है। अब ईपीएस 95 पेंशन क्या है? थोड़ा सा समझ लीजिए। यह योजना 1995 में बनी ताकि निजी और संगठित क्षेत्र के कर्मचारियों को रिटायरमेंट के बाद भी सम्मानजनक जीवन मिल सके।

लेकिन योजना तो बन गई पर उसमें पेंशन तय हुई थी सिर्फ ₹500 से ₹1500 के बीच और अब साल 2025 आ गया है। यानी योजना को पूरे तीन दशक हो चुके हैं।

लेकिन पेंशन अब भी वहीं की वहीं अटकी है। इस बीच सरकारें आई, गई, घोषणाएं हुई, समीक्षा हुई, फाइलें चली। लेकिन पेंशनर अब भी बस स्टैंड की बेंच पर बैठे आंदोलन करते दिखाई देते हैं। हमारे पास ऐसी कहानियों की भरमार है जहां
किसी बुजुर्ग को इलाज के पैसे नहीं मिले। किसी को किराया देना भारी पड़ा और किसी ने तो भूख से आत्महत्या कर ली। और सरकार के पास है एक प्रेस रिलीज जिसमें लिखा है हम ईपीएस योजना की समीक्षा कर रहे हैं।

सवाल यह है कि तीन दशक में कितनी समीक्षा करोगे भाई? इतनी तो अपेस की तैयारी भी नहीं होती। सुप्रीम कोर्ट ने भी सरकार को कई बार फटकार लगाई पेंशनर के हक से मत खेलो। लेकिन सरकार तो बड़ी चतुर है।

कहती है हमने पेंशन बढ़ाने का विकल्प दिया है। लेकिन इसके लिए योगदान बढ़ाइए, फॉर्म भरिए। फिर प्रूफ लाइए और जब तक वह सब हो पेंशनर भगवान को प्यारा हो जाता है और हम
आप सोचते हैं यह कैसा सिस्टम है। इस देश में पेंशन एक खेल है और बुजुर्ग उस खेल के शतरंज के प्यादे हैं।

अब सोचिए सांसद एक बार चुन लिए जाएं तो जीवन भर पेंशन। उनके लिए कोई फॉर्म नहीं, कोई कटौती नहीं। लेकिन पेंशनर उनसे पूछा जाता है आपने 4500 से ज्यादा योगदान क्यों नहीं दिया? आपने 15,000 की सीमा क्यों पार की? यानी सरकार कहती है आपने ज्यादा कमाया। तो अब पेंशन भूल जाइए।

और जब पेंशनर कोर्ट जाते हैं तो सरकार कहती है हम अपील करेंगे, पुनर्विचार करेंगे, अदालत में दोबारा जाएंगे। क्या सरकारें सिर्फ अदालतों में अपील करने के
लिए चुनी जाती हैं? आज ईपीएस 95 पेंशनर देश भर में आंदोलित हैं।

दिल्ली के जंतरमंतर से लेकर लखनऊ, भोपाल, जयपुर, चेन्नई, कोच्ची और रांची तक आंदोलन, रैलियां, धरने, पत्र, ज्ञापन, चिट्ठियां, मीडिया का ध्यान खींचना सब किया। लेकिन जो नहीं हुआ वह है सरकार की संवेदना। सरकार के पास जब डाटा चाहिए तो वह आधार, पैन, डिजीजीलॉकर सब जोड़ लेती है।

लेकिन जब ईपीs 95 पेंशनर का मुद्दा आता है तो कहती है डाटा नहीं है क्लेम पुराना है। कानूनी जटिलताएं हैं। क्या बुजुर्गों की पीड़ा भी किसी एक्सेल शीट की तरह एक्सपायर हो जाती है? अब सवाल यह है आखिर ईपीएस 95 पेंशनरों
को न्याय कब मिलेगा? क्या यह मुद्दा सिर्फ अदालतों का है? क्या यह सरकार की नैतिक जिम्मेदारी नहीं है कि जो बुजुर्ग जिंदगी भर काम करते रहे उन्हें कम से कम 500 से ₹1000 मासिक पेंशन मिले? सच तो यह है कि ईपीएस 95 पेंशनर इस देश की सबसे शांत, सबसे थकी हुई और सबसे अपमानित जनसंख्या बन चुके हैं।

और शायद सरकार को पता है यह वोट नहीं मांगेंगे। यह धरना देंगे पर पत्थर नहीं चलाएंगे। इसीलिए इनकी आवाज को दबा देना आसान हो गया है।

पर क्या हम इतनी संवेदनहीन व्यवस्था बन गए हैं कि अब बुजुर्गों की आवाज भी बैकग्राउंड नॉइस लगने लगी है। एक देश की पहचान इस बात से
नहीं होती कि वह कितनी ऊंची इमारतें बनाता है बल्कि इस बात से होती है कि वह अपने बुजुर्गों के साथ कैसा व्यवहार करता है। आज ईपीएस 95 पेंशनर का सवाल सिर्फ पेंशन का नहीं है। यह सम्मान का, गरिमा का और संवैधानिक अधिकार का सवाल है।

और जब तक इस सवाल का जवाब नहीं मिलता तब तक सरकार की हर योजना अधूरी है। हर घोषणा अधूरी है और हर बजट सिर्फ कागजों पर कसा गया एक सपना है।

The question is, how many reviews will you do in three decades brother? Even the preparation of APES is not this much.

The Supreme Court has also reprimanded the government many times saying don’t play with the rights of pensioners. But the government is very clever. It says we have given the option of increasing the pension.

But for this increase the contribution, fill the form. Then bring the proof and by the time all that is done the pensioner is gone to God and we

think what kind of system is this. In this country pension is a game and the elderly are pawns in the chess of that game.

Now imagine if an MP is elected once then he gets pension for life. There is no form for them, no deduction.

But the pensioner is asked why he did not contribute more than 4500? Why did you cross the limit of 15,000? That is, the government says you earned more. So now forget the pension.

And when the pensioner goes to the court then the government says we will appeal, reconsider, go to the court again.

Are governments elected only to appeal in the courts? Today EPS 95 pensioners are agitating across the country.

From Delhi’s Jantar Mantar to Lucknow, Bhopal, Jaipur, Chennai, Kochi and Ranchi, agitations, rallies, dharnas, letters, memoranda, letters, drawing media attention, everything was done.

But what did not happen is the government’s compassion.

When the government needs data, it adds Aadhaar, PAN, DigiLocker. But when the issue of EPs 95 pensioners comes up, it says there is no data, the claim is old. There are legal complexities.

They will sit on dharna but will not throw stones. That is why it has become easy to suppress their voice. But have we become such an insensitive system that now even the voice of the elderly is sounding like background noise.

A country is not identified by the number of tall buildings it builds but by how it treats its elderly. Today, the question of EPS 95 pensioners is not just about pension.

It is a question of respect, dignity and constitutional rights. And until this question is answered, every scheme of the government is incomplete. Every announcement is incomplete and every budget is just a dream on paper.
