The minimum pension under the Employees’ Pension Scheme, 1995 (EPS-95), has remained at ₹1,000 per month since 1 September 2014. With rising prices, medical expenses and the cost of essential commodities, this amount is grossly inadequate for pensioners trying to maintain a dignified life in old age.
Pension payments are governed by the applicable laws and scheme provisions. The Central Government must examine the existing framework and take appropriate steps to provide meaningful pension relief.
The government should determine whether the proposed pension increase can be implemented under the existing provisions or requires amendments to the scheme or legislation. Where parliamentary action is necessary, the government must take the initiative.
Private Members’ Bills introduced by opposition MPs can raise important issues, but pensioners cannot depend on such bills alone. A clear government policy and a practical implementation plan are essential.
Some senior pensioners have expressed serious concerns about the past debate surrounding the higher pension option. According to their accounts, communist parties or associated organisations in several states did not support opting for higher pensions. They believe that this discouraged or influenced many employees not to exercise the option, leaving some of them struggling today with very low pensions.
These allegations need to be assessed against contemporaneous statements, organisational resolutions and the applicable guidelines. It would be unfair to treat them as established facts without supporting evidence.
Nevertheless, the financial difficulties faced by pensioners receiving inadequate pensions deserve urgent attention, regardless of their past decisions or the circumstances in which those decisions were made.
Political parties and trade unions must consistently defend the rights of retired workers. Communist parties, which have historically championed labour rights, as well as all other political parties, should make the plight of EPS-95 pensioners a priority.
Pensioners need sustained advocacy, not occasional promises during election campaigns. Elected representatives must raise the issue in Parliament and press the government for a time-bound solution.
The demand to increase the minimum monthly EPS-95 pension from ₹1,000 to at least ₹10,000 deserves serious consideration. Pensioners need adequate financial support to meet essential expenses such as food, medicines, healthcare and housing.
The Central Government should assess the scheme’s finances, consult pensioners’ representatives and announce a clear policy on minimum pension revision. Any necessary legal or regulatory changes should be pursued without undue delay.
EPS-95 pensioners are not asking for charity. They are demanding dignity, social security and justice after years of service to the nation. Raising the minimum pension from ₹1,000 to ₹10,000 is a demand the Central Government should urgently examine and address.
